Speaking at the prestigious Jackson Hole Economic Policy Symposium on August 28, Schnabel articulated a vision where central bank reserves become native, programmable assets on distributed ledger technology (DLT), moving beyond their current representation within traditional payment systems. The Imperative of "Going On-Chain"

Beyond this initial connectivity, Project Pontes envisions a Eurosystem-operated DLT platform dedicated to settling transactions in central bank money. The long-term aspiration is for settlement to migrate directly onto this platform, incorporating advanced features such as smart-contract functionality and continuous 24/7 operation.
Complementing Project Pontes is Appia, the ECB’s broader initiative focused on shaping the future architecture of Europe’s tokenized financial market. Appia is meticulously examining various structural models, including the potential for a unified ledger and interconnected, interoperable systems comprising multiple DLT platforms. A comprehensive plan is anticipated in 2028, and the decisions made by the Eurosystem will have profound and lasting implications, dictating how banks, market infrastructures, and private blockchain networks interact with central bank money for years to come.
Evidence of growing demand for such infrastructure is already apparent. Interoperability tests conducted between DLT platforms and traditional settlement infrastructure have successfully processed approximately €1.6 billion, involving 64 participants across nine jurisdictions. Since 2021, European issuers have successfully placed nearly €4 billion worth of financial instruments on blockchain-based platforms. Furthermore, since January 27, 2026, certain negotiable assets issued via DLT have been recognized as eligible collateral in Eurosystem credit operations, a move that further solidifies the link between tokenized markets and the established financial system.
Navigating the Landscape of Digital Money: Stablecoins and Central Bank Reserves
Schnabel also addressed the escalating prominence of stablecoins, drawing a distinct line between privately issued digital currencies and central bank reserves. She emphasized that central bank money retains its superiority as the ultimate settlement asset due to its inherent safety and its capacity to expand liquidity when required. Central bank reserves, being direct claims on the central bank, are devoid of the credit, liquidity, and redemption risks associated with private issuers.
