Bank of Italy Study Reveals Fiat Frictions Neutralize Stablecoin Efficiency in Cross-Border Remittances

The promise of blockchain technology to revolutionize the global remittance market faces a significant hurdle in the form of traditional financial infrastructure, according to a comprehensive study released by the Bank of Italy. The research, which meticulously tracked hundreds of transactions across various international corridors, found that stablecoin-based transfers do not currently offer a systematic advantage in terms of cost or speed when compared to established payment channels. The primary cause of this parity—and in some cases, disadvantage—is the presence of significant "on-ramp" and "off-ramp" frictions, where the conversion between fiat currency and digital assets introduces delays and expenses that overshadow the inherent efficiencies of blockchain technology.

The Scope and Methodology of the Remittance Experiment

To provide a data-driven assessment of the current state of digital asset payments, researchers at the Bank of Italy conducted a field experiment involving 200 individual remittances using USD Coin (USDC), a major dollar-pegged stablecoin. The study focused on 10 bidirectional payment corridors, linking Italy with a diverse set of economies: Brazil, Argentina, Japan, the United Arab Emirates (UAE), and South Africa. These regions were selected to represent a spectrum of regulatory environments, economic conditions, and existing payment infrastructures.

The researchers compared end-to-end costs—including all intermediary fees and exchange rate spreads—and total settlement times against traditional remittance services. By tracking the journey of 200 USDC from the point of origin to the final receipt in local fiat currency, the study aimed to isolate exactly where value was lost and where time was consumed. The findings indicate that while the blockchain component of the transaction is nearly instantaneous and remarkably inexpensive, the "last mile" of the transaction remains firmly rooted in the inefficiencies of the legacy banking system.

Cost Analysis: The Burden of Currency Conversion

One of the most striking revelations of the study is the distribution of transaction costs. In the stablecoin remittances examined, total costs fluctuated wildly, ranging from as low as 0.3% to as high as nearly 9%, depending heavily on the specific payment corridor and the platforms used.

The data revealed that blockchain transaction fees, often referred to as "gas fees," represented only a negligible fraction of the total expense. Instead, the bulk of the costs were attributed to exchange fees and currency conversion spreads. When a user in Italy converts Euros to USDC, and a recipient in Argentina converts that USDC back into Pesos, multiple layers of intermediaries take a percentage. These "fiat-to-crypto" and "crypto-to-fiat" transitions involve service fees from digital asset exchanges, as well as unfavorable exchange rates that often mirror or exceed those found in traditional banking.

The study utilized the World Bank’s reported global average remittance cost of 6.65% as a benchmark for comparison. While the stablecoin transfers were found to be cheaper than this global average in the majority of the corridors tested, they struggled to compete with modern, tech-enabled traditional providers. Specifically, stablecoin transfers were more cost-effective than Wise (formerly TransferWise) in only three out of seven comparable corridors. This suggests that while stablecoins are more efficient than old-guard wire transfers, they have yet to consistently outperform the most optimized fiat-based fintech solutions.

The Speed Paradox and the Role of Local Infrastructure

In the realm of transaction speed, the Bank of Italy found that the "instant" nature of blockchain is frequently negated by the slow processing times of domestic banking rails. In corridors where instant payment systems were available—such as Brazil’s PIX system—transfers could be settled in less than 20 minutes from end to end. However, in regions lacking modern payment infrastructure, the settlement process often stretched to one or two business days.

This discrepancy highlights a critical "speed paradox": the middle of the transaction (the cross-border movement of value via blockchain) takes seconds, but the beginning and the end (the movement of fiat into and out of the crypto ecosystem) are beholden to the operating hours and processing cycles of local banks. The researchers concluded that the quality of local payment rails is the single most important factor in determining the overall efficiency of a stablecoin remittance. Without improvements in domestic instant payment infrastructure, the speed advantages of crypto remain theoretical for the average retail user.

Regulatory Environments and the "Prohibition" Failure

The Bank of Italy study also delved into the impact of regulation on the efficiency and adoption of stablecoin remittances. The authors noted that the regulatory design of a country plays a pivotal role in shaping how these assets are used. Interestingly, the research suggested that "prohibitionist" regulatory regimes—those that attempt to ban or severely restrict crypto activities—have largely failed to suppress demand for stablecoins.

Bank of Italy: Fiat Infrastructure Limits Stablecoin Remittance Efficiency

Instead of stopping the flow of digital assets, restrictive frameworks often push users toward offshore platforms and unregulated, "grey market" channels. This move to the shadows increases the operational complexity and risk for retail users while making it harder for authorities to monitor financial flows. Conversely, the study found that overly complex or restrictive legal frameworks, even when they do not outright ban crypto, can create a "compliance tax" that increases costs for legitimate service providers, which is then passed on to the consumer.

This analysis comes at a time of significant regulatory shifts globally. The European Union has recently begun the full implementation of its Markets in Crypto-Assets (MiCA) framework, which aims to provide a harmonized legal structure for digital assets across the bloc. Similarly, in the United States, the enactment of the GENIUS Act represents an attempt to provide clearer guidelines for payment stablecoins. The Bank of Italy’s findings suggest that for these regulations to be effective, they must balance consumer protection with the need to foster an environment where on- and off-ramp services can operate efficiently and transparently.

The Vision of a Circular Stablecoin Economy

A key takeaway from the report is the researchers’ argument that the true economic potential of stablecoins will only be realized when the need for fiat conversion is eliminated. The authors posited that the biggest gains in efficiency would occur if stablecoins could be spent directly within the "real economy."

The report states: "If stablecoins could be spent directly in the real economy, for goods and services, rents, or school fees, without reconversion into local fiat currency, the economic advantages of stablecoin-based transfers would be substantially higher."

In such a "circular economy," a migrant worker in Italy could send USDC to their family in the UAE, who could then use those digital dollars to pay for groceries or utilities via a mobile wallet. This would bypass the expensive and time-consuming off-ramp process entirely, reducing the transaction cost to nearly zero and making the settlement truly instantaneous. However, achieving this level of adoption requires widespread merchant acceptance and a stable, predictable regulatory environment that treats stablecoins as a legitimate medium of exchange rather than just a speculative asset.

Market Context and Future Implications

The findings of the Bank of Italy are particularly relevant given the rapid growth of the stablecoin market. According to data from DefiLlama, the total market capitalization of stablecoins has climbed to approximately $307 billion, representing a 16% increase over the past year. As these assets become more integrated into the global financial fabric, the pressure on central banks and regulators to address the "fiat friction" problem will likely intensify.

The study serves as a sobering reminder for proponents of Decentralized Finance (DeFi) that the "unbanked" or "underbanked" cannot be served by blockchain alone. The interface between the digital and physical financial worlds remains the primary bottleneck. For stablecoins to fulfill their promise as a tool for financial inclusion and a disruptor of the multi-billion dollar remittance industry, the focus must shift from the blockchain itself to the surrounding infrastructure.

Conclusion: A Call for Infrastructure Investment

The Bank of Italy’s research concludes that while stablecoins are a technologically superior method for moving value across borders, they are currently hampered by the very system they seek to improve. The study suggests that the path forward involves two parallel tracks: the continued modernization of domestic instant payment systems and the development of regulatory frameworks that allow for seamless, safe, and low-cost conversion between fiat and digital assets.

Until the "on-ramp" and "off-ramp" frictions are addressed, stablecoin remittances will remain a niche alternative rather than a dominant force. However, if the vision of a circular economy where stablecoins are spent directly takes hold, the traditional remittance industry could face an existential challenge. For now, the legacy banking system remains a necessary—and expensive—gatekeeper to the world of digital finance.
